Colonel ret. ; arthur lykke has taught an entire generation of u.s. army war college students that strategy at any level consists of ends or objectives, ways or concepts, and means or resources. this three-element framework is nothing more than a reworking of the traditional definition of strategy as the calculated relationship of ends and means. yet the student response is always overwhelmingly favorable, with lykke's framework invariably forming the structure for subsequent seminar problems on subjects ranging from the u.s. civil war to nuclear strategy. this is due, in part, to the fact that students weaned on the structural certitude of the five-paragraph field order and the commander's estimate naturally find such structure comforting in dealing with the complexities of strategy. but those students also know from their experience in the field that there are limits to the scientific approach when dealing with human endeavors. as a consequence, they can also appreciate the art of mixing ends, ways, and means, using for each element the part subjective, part objective criteria of suitability, feasibility, and applicability-the essence of 1 strategic calculation. the ends-ways-means paradigm also provides a structure at all levels of strategy to avoid confusing the scientific product with the scientific process. the former involves production propositions that are logically related and valid across time and space. the search for these immutable principles over the centuries by students of war failed because they looked on classical strategy as something like physical science that could produce verities in accordance with certain regularities. this was further compounded by military thinkers who made claims for scientific products without subjecting those products to a scientific process. both jomini and mahan, for instance, ignored evidence in cases that did not fit their theories or 2 principles of strategy. the strategic paradigm, then, serves as a lowest common denominator reminder that a true scientific product is not possible from the study of strategy. at the same time, however, that paradigm provides a framework for the systematic treatment of facts and evidence-the very essence of the scientific process. in this regard, admiral wylie has pointed out.

Porch, and truman asked, "would you gentleman play for us?" canin remembers that his selections included an excerpt from the manuel de falla opera "la vida breve." in an interview about that night for the pbs documentary "truman, " canin said: "i think i was shaking i mean i could barely hold the bow on the string. i don't know if you've ever seen a little upright piano, but it has kind of a bum piano rack. and the music was not staying put very well and truman leaped up and he just turned the pages for gene! which was quite exciting, to have the president of the united states turn pages for you." canin and list were apparently a hit, because they were asked back to play the next night. truman took a turn at the piano, too. "truman was a decent amateur pianist, " canin told the weekly. and, canin said, at one point the president remarked, "i wonder how much better the world would have been if i had become a concert pianist." not long after that, list completed his military service and scored concert bookings all over the world as the potsdam pianist. canin added, with a good-natured laugh, "i was still in the service, so i didn't get to be the potsdam violinist and on line poker.
None of us in the room know what we are doing. is he going to sing? i ask. well maybe. we're not sure. is there a track we know anything about that we can design the lighting around? he's not doing a track. well what is he doing. we're not sure. well if we don't know what he's doing and have no way of finding out how are we supposed to light it? it's a problem. with sudden inspiration i knew the answer: cover it! order everything! tuesday morning. enough equipment to cover a major rock and roll show was loaded into madison square. upwards of 60 technicians converge on madison square gardens . steven and george and the myriad coke people have finally made it into town monday night and here we are all set to go with some shooting. i can't get the first shot set up because they're so many film technicians everywhere that the assistant director can't keep them out of the way. for every one of us there seems to be ten guys from the gardens: some union deal or something. then of course there the 3d system to worry about. we've had the word that for the 3d system to work we need to track left to right. neither steven nor i have any idea what this means except that we both know that you can't make a film where every shot tracks left to right because the audience would get dizzy. but then of course we aren't making a film we're making a commercial so maybe it's ok. anyway, the 3d inventor turns up , jetlagged like everyone else. thousands of extras are pouring into the building and we get hustled into a room within a room within a room where george michael and the invited ones are to watch a demo of this mysterious 3d process. with suitable reverence we don our 3d glasses, bending the sharp cardboard round the ears and squinting through the heavy red and green plastic lenses and on goes the demo reel. well it all seems to be pictures of drum majorettes in a field and they do look sort of 3d ish. the camera moves a lot and it's really rather dreary stuff. the lights go up and suitably impressive noises come from various folk round the room. outside the room within a room, three thousand extras are starting a slow handclap. steven announces to everybody that they should go back to spain and reshoot everything cause now he's seen the tape and that changes everything. i'm not sure quite what he means but i enjoy watching the reactions of the people who are taking this idea seriously. someone starts arranging the flights but then they realise that the film will never be ready for the superbowl if they go back to spain. i leave as various irrelevant points get made and i realise that there are thousands of people outside the door waiting for someone to throw something at. with great skill the evidently very bright scientist who invented the system tells me about how it works and i realise slowly that it doesn't. that is, it does if all shots conform to the very stringent guidelines about what makes it look like 3d and what doesn't; but these guidelines are unfortunately unworkable and i begin to see that yet another invention of the 3d system is about to bite the dust.

Amilton seemed to be on roll. that was, until last weekend's double header during which they crashed back to earth. two defeats means their finals chances took a severe blow. regardless, there were some positive signs in that bob lynch returned to some sort of form with two rink wins of his own and that the defeats were not crushing. on saturday, they were up against moorooka, a side which went one better than the power last year by sneaking into the finals. for todd mcintosh, it was a game against his old club. and last year, he was on the same side of the ledger as craig jones at salisbury. mcintosh showed some good form against the roos, overcoming trev hopkins by 14 shots. but the rink skipped by former ferny grove player elwyn jeffs seemed to be the problem for the power. on saturday he lost by 24 shots, the only loss for the hamilton side, but with too big.

A logic model is an evaluation tool that provides a way of illustrating a program with a diagram or picture. usually, boxes and arrows are used to show how the program will be set up, its planned activities, and the results that are expected from it. there is no right or wrong way of developing a logic model. it is merely a useful tool to show in a picture or diagram what is going to be done, and what the expected results of the program or evaluation are. there are three approaches to using logic models: 1. bottom-up approach starts with the desired effects or results and works `up', outlining the steps that will lead to these results. this model is generally used when doing an evaluation of an existing program. starts with the pre-planned program activities and strategies that are expected to work `down' or lead to the desired results. this model is useful for evaluating new programs that are still in the development phase. both approaches may be used at the same time and folding poker table.

The vertigo plane, and one imagines the dirty floor to be waxed blue tile, one coming around to the aroma of lemon and envisioning the ceiling opening out to reveal a deep sky of wandering stars [so one hears: "what one desires is simple eloquence, an autumn evening elegance of expression, a post-harvest articulation of a free-will job done well and the honorable predestined disappointment, surveying a season lived that one knows to be severely inadequate but that also must always be good enough, somehow just good enough no matter its inadequacy, as with all life, short of the mark but fine, acceptable, utterly okay."], or one buckles to the ground under the white-noise sky of a surprise squall, doll or no doll, dog beside the silo or no dog beside the silo, wearing jeans and a hooded sweatshirt or wearing a skirt with holes in its pockets, or one falls out of bed, hitting one's head on the bedside table, knocking over a glass half-full of water, forgetting for the time being what one had been dreaming": so one goes about one's day, the gradual or alarming awakening, the building of a crucial fire or the turning up of the furnace, the splashing of cold river water on one's face or the warm oblation shower, the boiling of mush or breakfast at the big table or a bite on the fly, a glimpse of birds scattering out of a tree or a glance at the morning paper or a nod at the too loud kitchen television, the walk to the fields or the drive to the office or the bus to school or the train to the factory, tedium and challenge and tasks and tokens, effort and pride and embarrassment and shame, and this one whom one has spoken of, thought of, dreamt of, heard from, imagined, this one goes about this one's day in a similar way, ears open, eyes open, mouth opens, an apologetic sound, a day languaged into submission before one is even vertical, words offered to a captive ceiling, a ceiling quite aware of its duty to stay put, this one's wake-up chatter being the opposite of bedtime prayers, a litany of justifications for immobility and discontinuance of breathing, a hardening of the arteries way beyond heart-attack risks, a stiffening of the joints, a thickening of the mind, a congealing of the will. this, then, is the greatest place on earth, this wherever one happens to be place, this certainly as good as anywhere else place, this here place, this now place, the sure satisfaction of the self-contained object. one is content to accept rain upon one's surface without seeking shelter, to be dusted with snow, to be swept clean by harsh winds, to be covered by long snow, to be uncovered by longer sunlight, long sunlight making long and lengthening shadows, longer than their objects are high, one's shadow stretching out far past one in the lowering daylight. one is as at peace in moonlight as in sunlight or in starlight or lamplight or flashlight or pitch darkness; one is as pleased to be underwater as on land, in desertscape as in alpine tarn or tropical garden, indoors or outdoors, or some combination of false stasis and movability. wherever one is, one is happiest, always in transit, since all matter is always in.

Complexity present to greater or lesser degrees in any post-accidental situation. bhopal: for union carbide, each line of questioning threatened to become a terrible trap: - where the same safety measures taken in bhopal as in the united states? if not, the door was open to a battle over the exploitation of third world countries. if so, then sharp tension would begin to build around the similar american site. - what immediate measures did the company intend to take? it could stop producing methylisocyanate mic ; until it was able to understand what had happened in bhopal. but could a strategy be based on that decision, knowing that collecting information would be long and difficult? and why not stop production of chemicals that were even more worrisome, such as chlorine, manufactured and transported in much greater quantities? - was union carbide's safety policy adequate to meet such risks? there the answer had to be yes. but if so, how could anyone account for the avalanche of problems observed or revealed ; at bhopal, including design flaws, faulty maintenance, insufficient prevention efforts, and poorly trained personnel? in its january 28, 1985 feature, the new york times identified ten procedural violations. could it be claimed that the indians were responsible for operating the plant? of course, but no one could pretend that the headquarters in danbury had not given close attention to problems union carbide qualified as having "absolute priority." nor could there be any question of laying all the blame on the indians - both at present and in the future, interests in india and elsewhere closed off that alternative. - could the company pay? here again, the answer had to be yes. but a thin line had to be trodden: generating excessive confidence in its capacities could lead the plaintiffs and their many lawyers ; to raise the stakes, and that would change the entire picture. - what basis would be used to calculate indemnities? if north american standards were applied, doubts could be raised as to the firm's financial capacities. if standards more appropriate to the country involved were used, the strategically volatile debate on multinationals vs. the third world could blow open again. one more detail: the firm still had to face attacks from within, as its own shareholders were undertaking legal action against the board of directors for placing their investments at risk. on the indian side, the situation was also awkward. the local subsidiary held undeniable responsibilities. the americans couldn't be blamed for urban planning problems except for having provided insufficient information on the product ; . even small efforts to inform the public could have saved a great many human lives. also, the connections between the subsidiary's management and top-ranking local officials raised eyebrows: both belonged to the same party as the prime minister, and elections were close at hand 11, 12, 13.
